A defective transfer of the right frame opposite the 'E' of Postage.

Leo's Notes

Defective right frame. The right frame consists of three engraved lines. The outer line is weak or ragged from the middle of the G almost to the bottom of the E.
On the proof, it appears as a thin outer line with a white sliver between it and the rest of the frame with a small break opposite the space between GE.
On an issued stamp, the outer edge of the frame is ragged from the A to the left side of the G, there is a thin line with a white sliver beside it from the left side of the G to the E, and the thin line is almost missing opposite the E.
